Laguna Beach has protected its character more deliberately than almost anywhere else on the Orange County coast — no billboards, strict design review, and a downtown village built around art galleries instead of chain retail. It's a small town of roughly two dozen coves, a working arts colony (the Sawdust Art Festival and Pageant of the Masters both call it home), and hillside neighborhoods where nearly every street ends in an ocean view.
Village vs. canyon vs. hillside
Downtown Laguna is walkable and social — galleries, Main Beach, restaurants a few minutes from the sand. Climb into the canyons (Laguna Canyon, Top of the World) and homes trade walkability for privacy, larger lots, and access to the Laguna Coast Wilderness trail system. Laguna's strict design review process (there's a reason the town has kept its look for decades) means renovations and new builds take more planning than in less-regulated cities — worth factoring in before you buy with renovation plans.
